چارچوب دست‌یابی به چشم‌انداز مشترک در مدیریت مشارکتی-راهبردی آب (مطالعۀ موردی: حوضۀ آبخیز کشف‌رود)

چکیده

چشم‏انداز مشترک، عنصر اصلی برنامه‏ریزی در حوزۀ مدیریت آب و هستۀ اصلی تمام وظایف کنشگران است. چشم‏انداز مدیریت آب در ایران، دست‌یابی به توسعۀ پایاست، اما نبود چارچوب مشخصی برای دست‌یابی به توسعۀ پایا در مدیریت آب کشور محسوس است. این مهم می‏تواند با رویکرد برنامه‏ریزی‏های پویا از جنس مشارکتی-راهبردی قابل‏ دست‌یابی باشد. پژوهش حاضر به‏عنوان ‌اقدامی هدفمند با تلفیق تجارب داخلی و خارجی به ارائۀ ‌چارچوبی نظام‏مند برای دست‌یابی به چشم‏انداز مشترک در مدیریت مشارکتی-راهبردی آب پرداخته و در حوضۀ آبخیز کشف‌رود اجرا شده است. این چارچوب در سه گام ارائه شده است: در گام نخست، پس از شناسایی کنشگران حوضه به روش Snowball، با استفاده از روش Mind Map دغدغه‏های ایشان استخراج شد و سپس چشم‏انداز حوضه تدوین یافت. در گام دوم، راهبردهای دست‌یابی به چشم‏انداز با استفاده از روش فریمن شناسایی شد و سپس سیاست‏های کلان دست‌یابی به این راهبردها تدوین یافت. در گام سوم، به روش پرسشنامه‏ای قابلیت اجرایی شدن و اثرگذاری سیاست‏های کلان ارزیابی شد و در نهایت، سیاست‏های اجرایی برای دست‌یابی به سیاست‏های کلان مربوطه تدوین یافت. نتایج پژوهش حاضر به تدوین چشم‏اندازی مشترک تا سال ۱۴۲۰ در حوضۀ آبخیز کشف‌رود منجر شد که در آن حوضۀ یادشده، تعادل پایا در منابع و مصارف آب خواهد داشت. تلفیق نقشۀ ذهن بهره‌مندان و سیاست‌گذاران حوضه نشان داده است که بهبود وضعیت منابع و مصارف آب حوضۀ آبریز کشف‌رود ارتباط مستقیمی با حفظ معیشت کشاورزان حوضه دارد. این نتیجه در واقع صحت چشم‌انداز تدوین‌یافتۀ حوضۀ آبریز در افق طرح یعنی «تعادل پایا» در منابع و مصارف آب را بازگو می‌نماید.
