سیستم هوشمند تخصیص منابع آب برای کاهش تأثیرات کمبود آب در مخزن (مطالعۀ موردی: سد مخزنی بوکان)

چکیده

پژوهش حاضر یک طرح تخصیص اصولی آب را برای سد مخزنی بوکان، واقع در شمال‏ غرب ایران ارائه می‏دهد. در این طرح قواعدی تنظیم می‌شود که هنگام مواجهۀ سیستم با کمبود جدی آب، درصدی آیش برای محصولات زراعی اعمال شود تا تقاضای سایر بخش‏ها تا حد مد نظر ارضا شود و نسبت کمبود آب در همۀ بخش‏ها از حد قابل ‏قبولی تجاوز نکند. به این‌منظور، ابتدا نسبت کمبود ماهانۀ آب برای دو بخش شرب و کشاورزی برای دورۀ تاریخی 1374ـ 1392 محاسبه شده و با استفاده از روش خوشه‏بندی K-means به پنج سطح طبقه‏بندی شد تا آستانه‏های کمبود آب در مخزن مشخص شود. سپس، با استفاده از الگوریتم ژنتیک به بهینه‏سازی بهره‏برداری از مخزن پرداخته شد و میزان آیش بهینه برای هر سال زراعی (1386-1392) تعیین شد. همچنین، به منظور بررسی تأثیر میزان راندمان آبیاری و اعمال نیاز زیست‏محیطی بر میزان آیش مورد نیاز، شش سناریو اعمال شد و در هر بار اجرا، سه راندمان آبیاری 5/35، 45 و 50 درصد در نظر گرفته شد. نتایج بیان می‌کند که با افزایش راندمان آبیاری، به آیش کمتری نیاز است و با اعمال این آیش سیستم تا حد قابل قبولی می‏تواند نیاز پایین‏دست خود را تحویل دهد، در نتیجه باید اقدامات افزایش راندمان آبیاری در دستور کار مدیران آب قرار گیرد. همچنین، در صورت درنظرنگرفتن نیاز زیست‏محیطی پایین‏دست مخزن، با اینکه میزان آیش مورد نیاز کمتر است، بدیهی است که برای دست‏یابی به مدیریت پایدار و همچنین حفظ دریاچۀ ارومیه، باید نیاز زیست‏محیطی نیز در مسائل بهره‏برداری از مخزن در نظر گرفته شود.

Current research presents a systematical water allocation scheme for Bukan reservoir located in the northwest of Iran. In this scheme, the agricultural demands reduced by application of some fallow to satisfy other sector demands, when the system faced with a water scarcity. For this, the monthly water deficit ratio calculated for the historical period of 1995- 2013. To determining water deficit thresholds in the reservoir it classified to five groups by k-means clustering method. For determining the optimized amount of fallow genetic algorithm used to optimize the operation of the reservoir for each crop year from 2007-2013. For assessment of the irrigation efficiency also consideration of the environmental demand effect to the fallow amount, six scenarios are applied. Results revealed that by increasing of irrigation efficiency it needs less fallow. Applying optimized fallow leads to deliver downstream demands at an acceptable level. So increasing irrigation efficiency should be as a priority of water managers.
