مدیریت یکپارچۀ منابع آب با تأکید بر جنبه‌های اقتصادی-زیست‌محیطی در سد کهیر

چکیده

مدیریت یکپارچۀ منابع آب کشور، تأثیر بسیار زیادی در فرایند توسعۀ پایدار کشور ایران در زمینه‏هایی مانند رشد اقتصادی، امنیت غذایی، توسعۀ پایدار منابع آب و حفظ محیط‏ زیست بشر دارد. از طرفی، بسیاری از تهدید‏های زیست‏محیطی، تخریب منابع آب و آلودگی‏های آن، نتیجۀ فعالیت‏های غیر منطبق با محیط‏ زیست است. بنابراین، در مطالعۀ حاضر از تکنیک تحلیل سلسله‌مراتبی فازی برای تعیین اولویت منابع آب سد کهیر با رویکردهای مدیریتیِ اقتصادی و زیست‏محیطی در سال آبی 1394ـ 1395 استفاده شده است. طبق نتایج، براساس رویکرد اقتصادی، بخش کشاورزی با بیشترین وزن، در اولویت نخست قرار گرفت. وزن بخش کشاورزی 72/0 به دست آمد. در رویکرد زیست‏محیطی، بخش محیط‏ زیست به عنوان گزینۀ برتر با وزن 65/0 و بخش کشاورزی و شرب به‌ترتیب با وزن 19/0 و 16/0 در اولویت دوم و سوم قرار گرفتند. از این‌رو، پیشنهاد می‏‌شود با توجه به وضعیت معیشتی منطقۀ مطالعه‌شده و در اولویت قرارگرفتن بخش کشاورزی در رویکرد مدیریتی (به‌خصوص اقتصادی)، مسئولان مربوط به آن ‌توجه زیادی به این بخش داشته باشند.

چکیده [English]

Integrated management of water resources of the country is a very important violation of Iran's sustainable development process in areas such as economic growth, food security, sustainable development of water resources and the preservation of human environments. On the other hand, many of the environmental threats, destruction of water resources and pollution are the result of activities that are not in accordance with the environment.Therefore, in this study, the fuzzy hierarchy process analysis technique was used to determine the priority of the water resources of the dam in the hill with the economic and environmental management approaches in the year 2015-2016. According to the results, based on the economic approach, the agricultural sector with the highest weight was ranked first. The weight of agricultural sector was 0.72. In the environmental approach, the environmental sector was considered as a superior option with a weight of 0.65 and the agricultural and drinking sector respectively with a weight of 0.19 and 0.16 in the second and third priority respectively. Therefore, it is suggested that, given the livelihood situation in the study area and the priority of the agricultural sector in the managerial (especially economic) approach, officials and state officials in the water sector should pay particular attention to this area.
